On Saturday February 15, 2025, a few weeks after the capture of the town of Goma, in Nord-Kivu Province, Rwandan Defense Forces (RDF) and Ugandan People Defence Forces (UPDF), under the cover of M23 rebels, have also conquered Bukavu, in Sud-Kivu Province. Meanwhile, the Chief of Defence of UPDF, General Muhoozi Kainerugaba, the son of Ugandan dictator Yoweri Museveni, has confirmed that his troops are already being reinforced in North Eastern Democratic Republic of Congo (DR Congo), ready to capture the town of Bunia, in Ituri, with the aim to create what he calls "Hima-Tutsi-Bachwezi empire" in Eastern DR Congo. In a swift and coordinated operation, the RDF and UPDF troops, under the cover of M23 rebels, are moving towards the goal of the Balkanization of the DR Congo, as reported by AfroAmerica Network in Jan 2023. The troops are already advancing towards the Tanganyika province, where they are expecting the reinforcements from the deserters or current FARDC soldiers loyal to former President Joseph Kabila.
The next step appears to be the capture of Butembo and Lubero in North Kivu, Bunia in Ituri and Bujumbura, Burundi under the cover of RED Tabara, before advancing towards the Tanganyika province.
A Plan for An Ethnic Empire in the Great Lakes Region of Africa.
In January 27, 2022, RDF under the cover of M23 rebels were in full control of Kitchanga, a strategic town in Masisi territory, North Kivu and the areas of Burungu, Kilorirwe, Tebero, forcing the FARDC to withdraw towards Walikale. Masisi is a strategic target by Rwandan troops for its widely known precious minerals including coltan, cassiterite, cobalt, and gold. UPDF were conducting operations in Ituri, claiming to fight against Allied Democratic Forces (ADF).
Now, three years later, RDF and UPDF, under the cover of M23 rebels, have continued their advances seizing the key towns in North-Kivu and South-Kivu and heading to Tanganyika.
Despite multiple attempts to reassure the Congolese population, and promising that the DRC President Felix Tshisekedi and the government were all measures "to block the road to the adventures of Rwanda and the M23 terrorist movement", the invasion has been expanding.
The capture of Bukavu and Goma and the attacks of Bunia have marked a major turning point in the ongoing war and systematic massacres in eastern DRC.
The RDF and UPDF soldiers have been facing little, if not missing, resistance from FARDC troops. Only the Burundian forces and the Wazalendo patriot resistants who were reinforcing FARDC soldiers, tried to fight off the invasion but ended up abandoning the positions and retreating to the borders of Burundi or in areas far from the major cities and airports.
Posting X social media on February 15, 2025, Muhoozi Kainerugaba said that "I have said it many times. Anybody threatening Rwanda, or my Uncle Afande Kagame is in danger. That person is looking for a direct conflict with Uganda and with me."
In 2022, Muhoozi Kainerugaba wrote on X that "The Hima-Tutsi army of East Africa would like to declare that from now on any attack on Uganda or Rwanda Will pay"

Plan of the Balkanization of DR Congo in Progress. Is the DR Congo Government Ready to Stop It?
The plan for balkanization of DR Congo started long ago. Rwandan and Ugandan leaders started the plan under the cover of many groups and militias, including the National Congress for the Defense of the People (CNDP) led by Laurent Nkunda in 2008, the Patriotic Forces for the Liberation of Congo (FPLC) led by Bosco Ntaganda, the March 23 Movement (M23) led by Bertrand Bisimwa (president) and Sultani Makenga (military Chief), and the new Allied Democratic Forces (ADF).
In early 2023, based on the information obtained by AfroAmerica Network, the original balkanization plan of the DRC (see here DR Congo - Rwanda - Uganda: DRC Balkanization Plan In Progress While Congolese People Living a Nightmare Similar to the 1990-1993 Rwandan Tragedy.) has been extended to more provinces. has been extended to more provinces. According to information, the plan includes the provinces of Ituri, North-Kivu, South-Kivu and Tanganika, full of rich mineral resources, including Coltan, Cobalt, Cassiterite, Lithium, and Gold.
Then, according to AfroAmerica sources in the area, in January 2023, a secret meeting was held in Beni territory with the physical and virtual participation of M23 leaders, ADF leaders, and the military leaders of those preparing the operations in Tanganika. The meeting was attended by Maj Willy Ngoma and Maj Bahati of M23 and representatives of military leaderships and business people from two countries, reportedly Uganda and Kenya. The business people from Kenya appeared focused on the opportunities to exploit mineral resources, especially gold.
By January 2023, The Uganda's People Defense Forces(UPDF) had already formed 265 military instructors from the Hema ethnic group. These military instructors, with expertise in guerrila warfare and use of advanced weapons, had started to train Rwandan backed ADF fighters.
Most of the current top ADF fighters and commanders were recruited from 6,600 Rwandans who were expelled from Tanzania in 2013. In 2013, Tanzania's President Jakaya Kikwete ordered the expulsion of "illegal immigrants" and "criminals", amid heightening diplomatic tension with the Rwandan government over the conflict in the Democratic Republic of Congo. President Jakaya Kikwete was then accusing Rwandan government of trying to destabilize Tanzania, in retaliation for its decision to send troops to DR Congo as part of a UN force seeking to disarm and neutralise the M23 rebel group. The M23 rebels were then, as now, widely seen as a proxy of Rwanda Defense Forces. According to AfroAmerica Network sources that followed the meeting, a plan to invade the areas in northern Ituri and then to progress south and to take the town of Bunia, using the Ugandan and Rwandan troops deployed in South-Sudan, was also approved.
The balkanization plan of Katanga is led by General John Numbi, a former Congolese security officer and retainer of former DR Congo President Joseph Kabila, who has remained very close to him.
Since then, the balkanization plan has made so much progress, with the Nord-Kivu, Sud-Kivu, and ituri almost conquered, and the troops advancing towards Tanganyika.
After the conquest of the three provinces, the plan is to declare a new state, probably with the name of the Country of Kivu.
More Questions are being raised, especially on the implications of the balkanization plan and the actions of the DR COngo government and military leaders to thwart the plan and confront the Rwandan and Ugandan military forces and leaders. Will the FARDC counterattack and invade Rwanda and Uganda, potentially with the help of Burundian and other regional forces?
