DR Congo - US - Rwanda: US Senior Advisor for Africa Massad Boulos Urges Rwandan Leaders to Stop the Invasion of DRC Congo

On April 17, 2025,  after the trip to the DR Congo, Rwanda, Kenya, and Uganda by the US Senior Advisor for Africa Massad Boulos and Deputy Assistant Secretary for African Affairs Corina Sanders, a new step milestone was reached.  During  a digital press briefing led by U.S. Department of State’s Africa Regional Media Hub in Washington, DC,  US Senior Advisor for Africa Massad Boulos reinforced the call from the USA Government regarding  the illegal invasion and presence of thousands Rwandan Defense Forces (RDF) troops  in the eastern DRC, under the cover of M23 rebels, and urged the Rwandan government to cease all military support to M23 and to withdraw all Rwandan troops from DRC territory. 

According to AfroAmerica Network sources in DR Congo and Rwanda, following the call, the leaders and the people in  DR Congo have continued to  thank  the US Government for its  actions and stands, while the Rwandan dictator Paul Kagame and RDF top military leaders, very angry against the US Government, has become even more  worried about the next steps and the actions by the US Government, going to the point of cursing the leaders of the  world powers and institutions to "go to hell."

Between April 2-9 , 2025 the US Senior Advisor for Africa Massad Boulos and  Deputy Assistant Secretary for African Affairs Corina Sanders travelled  to the Democratic Republic of the Congo (DRC), Kenya, Uganda and Rwanda.  During the trip to Africa, they met the DR Congo  President Felix Tshisekedi, Kenya President William Ruto, Ugandan dictator Yoweri Museveni, and Rwandan dictator Paul Kagame.

The trip has focused on the priorities of the current US Government  to bring the  U.S. investments to Central Africa and the Great Lakes region of Africa.   The business partnerships with the USA  depend on bringing  peace and security in the region, especially given the invasion  of Eastern DR Congo by RDF and the consequential human tragedies.   

Hence, addressing the media on April 17, 2024,  US Senior Advisor for Africa Massad Boulos  reinforced the position of the USA Government regarding the invasion of Eastern DR Congo by Rwandan Defense Forces (RDF) troops.

He said: "I will also reiterate our position that Rwanda should cease all military support of M23 and withdraw all Rwandan troops from DRC territory.  I am confident that parties involved will find a way to do so swiftly". US Senior Advisor for Africa Massad Boulos reminded that the "conflict has been going on for too long, more than 30 years. It is time to end it."

 Highlighting the priority of  boosting the business deals with the DR Congo, especially regarding the exploitation of mineral resources, US Senior Advisor for Africa Massad Boulos  confirmed that he  and  DR Congo President  Felix Tshisekedi discussed a strategic minerals deal and agreed on the plan to  reach their goals of  making both the DR Congo and the USA  more prosperous. Hence, a need  for "a more stable environment to achieve this objective, and President Tshisekedi is committed to this goal as well", he added.

The deal appears to be an extension of the previous business projects, including the economic partnership  agreement in December 2024  among the USA and the countries in the region, to  revitalize the strategic project “Lobito Trans-African Corridor” aimed at connecting the Atlantic  Ocean to the Indian Ocean via the Democratic Republic of Congo (DRC), Angola, Zambia, and Tanzania in order to better exploit the strategic mineral resources in DRC and revitalize supply chains ( see USA - Africa: Lobito Trans-African Corridor Project Ready to Change the World Economic Dynamics).

Meanwhile, a key question remains though: What is planned ahead to force Rwandan dictator Paul Kagame to withdraw the troops from DR Congo? What is Expected Following the Trip and Call by US Senior Advisor for Africa Massad Boulos  to  Rwandan Leaders to Stop the Invasion of DR Congo?

The  recent trips to the Great Lakes Region of Africa and Central Africa  by the US Senior Advisor for Africa Massad Boulos  and  Deputy Assistant Secretary for African Affairs Corina Sanders confirm the commitment of the US Government  to reach  deals with the DR Congo Government of exploitating  the rich  mineral resources  with the goals of  making both of the DR Congo and the USA  more prosperous.

During the trip  by US Senior Advisor for Africa Massad Boulos  and  Deputy Assistant Secretary for African Affairs Corina Sanders,  Rwandan dictator Paul Kagame, while referring to sanctions imposed on Rwandan military and political leaders by several countries and institutions, including the European Union and United States of America,  over RDF invasion of  the eastern DR Congo under the cover of M23 rebels,  vehemently attacked theses  governments.  In a public statement he said, "If anyone comes around, and thinks they can, you know, they come and say 'hey we're going to sanction you'. What? Go to hell.You have your own issues to deal with, go and deal with your own issues, leave me to mine."

It was not the first time he challenged the US government. In the December 2022,   on the sidelines of the US-Africa Summit in Washington,  during  discussions on African current dynamics and how to address on-going issues, Paul  Kagame, called on  the US Government leaders to not  bully him and challenged them  to  make an invasion and overrun the country, if they can. He said, “we have made it clear, there isn’t anybody going to come from anywhere to bully us into something to do with our lives - you can maybe make an invasion and overrun the country.” (see USA - Africa - Democracy: Rwanda's Paul Kagame Mocking and Challenging the US, Following Sanctions for War Crimes in DR Congo).

Hence, the answer to the key question,  on how a needed  "more stable environment to achieve this objective",  as discussed with  President Felix Tshisekedi,  will be reached, has become even urgent.    Will Rwandan dictator Paul Kagame and the other top Rwandan military and Political leaders  leading the invasion of DR Congo  heed  this  call from the US Government to stop the invasion of the DR Congo and pull the troops back to Rwanda. If they do not, what will follow?  Will they be  sanctioned  be sanctioned soon even more along with their families and associates? 

 These questions are fueled by the long term on-going  humanitarian tragedy and security dynamics in the region. On  February 20, 2025,  the United States Government  imposed sanctions  against  the top RDF  leaders and  top Congolese leaders and commanders of AFC and M23, for war crimes, looting, and human tragedies.  The sanctions were a forward step  on the previous actions related to the invasion of the DR Congo by Rwandan Defense Forces (RDF) troops under the cover of  M23. In fact,  on January 15, 2025, The United States of America  government, reacting to the mid-term report published by the United Nations Group of Experts on Eastern Democratic Republic of Congo (DRC) in December 2024,  condemned  the illegal invasion and presence of several thousand  of Rwandan troops in the eastern DRC, under the cover of M23 rebels.

The sanctions in February 2025  expanded those enacted by the US Government on July 25, 2024  and  the European Union (EU) on July 26, 2024 against  the top RDF  leaders and  top Congolese leaders and commanders of  the rebel movement Alliance Fleuve Congo (AFC) AFC and M23, accused of  being responsible of serious human rights abuses, including killings of and attacks and sexual violence against civilians, child recruitments, and  the looted mineral trafficking. 

 In previous reports, one of the  key challenging questions was whether the latest  US and EU  sanctions will continue to expand and reach top leaders of the RDF and  troops from other countries  involved in the invasion of DR Congo.

According to public information the US State Department has accused  Rwandan dictator Paul Kagame regime, his associates and family members,  of violating various U.S. statutes by utilizing the U.S. financial system to transfer funds from illicit trade of minerals.  These actions violate the provisions of  the Anti-Money Laundering Act,  the Bank Secrecy Act, the Foreign Assistance Act, and the Foreign Corrupt Practices Act.
