On January 25, 2025, after more than 3 years of the invasion of Eastern Democratic Republic of Congo (DR Congo) by Rwandan Defense Forces (RDF) troops under the cover of M23 rebels, the Congolese government has severed all diplomatic relations with Rwanda. The decision to break diplomatic relations with Rwanda is seen by many observers and political analysts as overdue. It came after DR Congo President Felix Tshisekedi has announced an escalation and intensification of offensives against the by FARDC with the support from Southern African Development Community (SADC) forces. Meanwhile, the UN Security Council has prioritized a meeting in New York City requested by the DR Congo government to focus on the crisis in Eastern DRC. The US Government through U.S. Senator Jim Risch (R-Idaho), chairman of the Senate Foreign Relations Committee, has also condemned the attacks and warned the invaders against attacking Goma.
In a letter dated January 24, 2025 and signed by the DC Congo Minister of Foreign Affairs, International Affairs, and Francophonie , a copy of which AfroAmerica Network has received a copy, the DR Congo government closed its embassy and consular activities in Rwanda and recalled all its diplomats and employees from Kigali, Rwanda. At the same time, the DR Congo government ordered the Rwandan authorities to cease diplomatic and consular activities in the Congolese capital Kinshasa within 48 hours.
The decision was enacted after the Rwandan troops under the cover of M23 rebels killed 11 peacekeepers, including 9 from the South African National Defense Force (SANDF) operating with SADC peace keeping forces and 2 from United Nations peacekeeping mission, MONUSCO and injured several peacekeepers. Meanwhile, Thérèse Kayikwamba, DR Congo Minister of Foreign Affairs, on a trip in New York City, New York, USA, has her request for an emergency public session of the UN Security Council to address the worsening situation in North Kivu prioritized. To address the concern, the U.N. Security Council has reportedly scheduled an urgent meeting on Sunday January 26, 2024 to discuss the crisis, instead of waiting for Monday, as it was planned.
U.S. Senator Jim Risch (R-Idaho), chairman of the Senate Foreign Relations Committee, has issued a statement condemned the attacks and warned the invaders against attacking Goma., saying: “The M23 must immediately stop their advance on Goma, and all parties must cease hostilities, restore unhindered humanitarian access, and honor their commitments under the Luanda process. .. The conflict in Eastern Congo has displaced millions, caused widespread atrocities—particularly against women and children—and destabilized a region critical to regional and U.S. economic security. The Congolese people deserve better, and all sides of this conflict must act swiftly to end this fighting."
He appeared to promise that the coming US Government will hold the warring parties accountable for past violations.
At the same time, the U.N Refugee Agency has reported an significant increase in the number of people displaced by the fightings to over 400,000 civilians from 250,000 civilians as previously stated by MONUSCO, mostly fleeing toward Goma and the surrounding areas.
According to various sources in the area, since the killing of Major General Peter Cirimwami and the bombing of UN mission troops and armed vehicles by RDF troops, the FARDC have changed their tactics. With the help of troops from SADEC, especially the SANDF, the FARDC and its allies Wazalendo Patriots, using the new military tactics, have been allegedly able to kill or capture several reinforcement UPDF troops along with RDF troops and reinforced the troops in and around Goma and Sake. With new tactics, SADC has increased the deployment of army special forces with helicopters and heavy artillery to halt the advance of RDF and UPDF reinforcement troops, under the cover of M23 rebels.
