On April 25, 2025, U.S. Secretary of State Marco Rubio hosted a Signing Ceremony of the Declaration of Principles between the Democratic Republic of the Congo (DR Congo) and Rwanda. The ceremony, held at the US State Department in Washington, DC was attended by the two countries' foreign affairs ministers: the Democratic Republic of the Congo Foreign Minister Therese Kayikwamba Wagner and Rwandan Foreign Minister Olivier Nduhungirehe. The ceremony happens a few days after a digital press briefing led by U.S. Department of State’s Africa Regional Media Hub in Washington, DC, in which the US Senior Advisor for Africa Massad Boulos reinforced the call from the USA Government regarding the illegal invasion and presence of thousands Rwandan Defense Forces (RDF) troops in the eastern DRC, under the cover of M23 rebels, and urged the Rwandan government to cease all military support to M23 and to withdraw all Rwandan troops from DRC territory.
The plan of actions on the agreement remains to be clarified. In fact, the agreement is a "declaration of principles" with broad statements on the objectives. The proposed actions, the key milestones, and the engagement of specific actors are still to be defined.
The Declaration of Principles agreement appears to be a continuation of the priorities the US Senior Advisor for Africa Massad Boulos and Deputy Assistant Secretary for African Affairs Corina Sanders focused on during their recent trip to the African Great Lakes Region in early April 2025, including the Democratic Republic of the Congo (DRC), Kenya, Uganda and Rwanda. During the trip to Africa, they met the DR Congo President Felix Tshisekedi, Kenya President William Ruto, Ugandan dictator Yoweri Museveni, and Rwandan dictator Paul Kagame ( see here: DR Congo - US - Rwanda: US Senior Advisor for Africa Massad Boulos Urges Rwandan Leaders to Stop the Invasion of DRC Congo).
In the Declaration of Principles agreement, the governments of both the DR Congo and Rwanda have committed to to come up with a pragmatic draft peace deal by May 2 , 2025. The committed to stop providing military support to armed groups and focus on political and diplomatic efforts to end the on-going violence and humanitarian tragedy in eastern DR Congo.
The agreement, reached amid an unprecedented advance by Rwandan-backed M23 rebels in Congo, is expected to bring significant U.S. public and private investment to the region, which is rich in minerals including tantalum and gold, the final text said. trip focused on the priorities of the current US Government to bring the U.S. investments to Central Africa and the Great Lakes region of Africa.
One condition for the business partnerships with the USA was about bringing peace and security in the region, especially given the invasion of Eastern DR Congo by RDF and the consequential human tragedies. "The Participants acknowledge their shared interest in limiting the proliferation of non- state armed groups within and across their borders and commit to refrain from providing state military support to non-state armed groups.," the agreement provides.
The Declaration of Principles agreement is a first step, and more is expected, based on the statements by US Secretary State Marco Rubio and the two Foreign Affairs ministries, DR Congo Foreign Affairs Minister Therese Kayikwamba Wagner and Rwandan Foreign Affairs Minister Olivier Nduhungirehe, before the signing.
"A durable peace in the Great Lakes region will open the door for greater U.S. and broader Western investment, which will bring about economic opportunities and prosperity," US Secretary State Marco Rubio said.
"..To our countrymen and women in the Democratic Republic of the Congo, especially in the east, we know you are watching this moment with concern, with hope and, yes, with doubt. You are entitled to actions that measure up to the suffering you have endured. Today marks not an end but a beginning ... The good news is there is hope for peace. The real news is peace must be earned. " said Congo Foreign Minister Therese Kayikwamba Wagner.
"We are discussing how to build new regional economic value chains that link our countries, including with American private sector investment," said Rwandan Foreign Affairs Minister Olivier Nduhungirehe.
Highlighting the priority of boosting the business deals with the DR Congo, especially regarding the exploitation of mineral resources, the Declaration of Principles agreement provides that the "Government of the Democratic Republic of the Congo and the Government of the Republic of Rwanda (the Participants) ... commit to launch and/or expand cooperation on shared priorities such as hydropower development; national park management; derisking of mineral supply chains; and transparent, formalized, and licit end-to-end mineral value chains (from mine to processed metal) that link both countries, in partnership with the U.S. government and U.S. investors."

What is Expected Following the Declaration of Principles Agreement?
The Declaration of Principles agreement, building on the recent trips to the Great Lakes Region of Africa and Central Africa by the US Senior Advisor for Africa Massad Boulos and Deputy Assistant Secretary for African Affairs Corina Sanders, confirms the commitment of the US Government to reach deals with the DR Congo Government of exploiting the rich mineral resources with the goals of making both of the DR Congo and the USA more prosperous.
"The Participants expect this framework to be accompanied by the launch or expansion of significant investments, including those facilitated by the U.S. government and U.S. private sector, aimed at transforming the regional economy to the benefit of all participating countries," the Agreement provides;
The deals between the US and the DR Congo include huge investments in billions of dollars into DR Congo to exploit the rich mineral resources including gold, copper, tantalum, cobalt and lithium, critical in building electronic chips, computers, mobile phones, and electric cars.
However, the answer to the key question, on how a needed "more stable environment to achieve this objective" and " peace, security, and stability ... essential to increase legitimate commercial trade and broader regional economic cooperation", will be reached, remains.
Eyes are pointed on what the planned actions will be proposed as the May 2, 2025 deadline approaches and the fighting and insecurity in Eastern DR Congo continues.
Will Rwandan dictator Paul Kagame and the other top Rwandan military and Political leaders leading the invasion of DR Congo heed the on-going call from the US Government to stop the invasion of the DR Congo and pull the troops back to Rwanda to abide to the Agreement. If they do not, what will follow?
