DR Congo: After Months of Delay, Finally A New Government and More Expectations

After months of government of  impasse, uncertainty, dissension, and waiting the leaders of the Democratic Republic of Congo (DR Congo) has appointed a new government. The new government was expected to be smaller, with the goal to reduce the cost but ended up  having  almost the same size as the previous one. With the wars going on in Eastern DR Congo and a recent failed coup attempt, the expectations from the new government are very high.  

  President Felix Tshisekedi was sworn in for a second term in late January 2024. The new government is led by Judith Suminwa, the DR Congo's first female prime minister who was appointed  on April 1, 2023 (see DR Congo: Judith Tuluka Suminwa, First Woman To Be Appointed Prime Minister in DRC makes history). Prime Minister Judith Suminwa will be working with Vital Kamerhe, the new  speaker of the parliament and former minister and chief of staff of Felix Tshisekedi,  who was elected on May 22, 2024 and recently escaped assassination during a failed coup attempt (see DR-Congo: A Coup Attempt Against Felix Tshisekedi Fails; Rwandan Army Suspected of Being Behind the Coup Attempt)

One major change is the number of women in the new government. The new government includes  18 women or 32%.
The new government composition is 6 vice-Prime ministers, 9 state ministers, 24 ministers, 4 delegate ministers et 10 vice-ministers.

The performance of the new government, especially in a vast mineral rich country that has been facing wars and invasion for more than 30 years from an army of a small country, Rwanda,  remains a major challenge.  Hence, the ministries of Defense and Foreign Affairs will be facing serious challenges and be the center of most of the attention.

High Expectations From the New Defense  and Foreign Affairs Ministers

As the government was being announced, most eyes were pointed towards the potential new defense minister, at a time when DRC faces a serious security crisis in the east, with questions on whether he has the capacities, the experience, and the commitment to  reclaim the territories in eastern DR Congo, under the occupation of Rwandan Army troops, under the cover of M23 rebels.  The new  defense minister and minister of veterans affairs, who will also serve one of the new vice-prime ministers,  is Guy Kabombo Muadiamvita.  He is a former head of the official gazette, the journal of record for legal acts.  A member of Union pour la démocratie et le progrès social (UDPS), the party of President Felix Tshisekedi,  and a lawyer by training,  his military experience is unknown. He is rather well known as an activist.
Guy Kabombo Muadiamvita has succeeded Jean-Pierre Bemba, who was appointed deputy prime minister and minister of transport.

 Thérèse Kayikwamba  Wagner, also from the UDPS, was appointed the new  Minister of Foreign Affairs and  replacing  Christophe Lutundula. A State minister, she will also be in charge of international cooperation and Francophonie. Hence, along with the new minister of defense, they will be facing the challenges faced by DR Congo in resolving the armed conflicts in the East, the political and diplomatic dynamics caused by the invasion of Rwandan army in the region and within East African Community and South Africa Development Community (SADC) and taking charge of the execution of the Luanda Accord on Rwandan Invasion under the cover of M23 Rebels .
