The IX Francophonie Games were planned in Kinshasa, Democratic Republic of the Congo (DRC), between August 19-28, 2022. According to sources within the Francophonie, the games will be cancelled. The official communication to cancel or maintain the games will be published on July 7, 2021. The stated reasons would be a coverup of the real reasons behind the cancellation. The cancellation aligns with the previous reports based on similar sources that indicated that the games may not happen in Kinshasa in August 2022 and would rather be moved to Kigali, Rwanda (see here). The sources had then cited widespread corruption within the leadership appointed by DRC President Felix Tshisekedi to prepare the games. They point to a close adviser to Felix Tshisekedi and an agent of the Rwandan Government as being behind the chaos. Hence, the motives for the cancellation will allegedly just be a cover-up for the corruption, the intended chaos, and manipulation.
State of Emergency, COVID-19 Pandemic and Nyiragongo Eruptions as a Cover-up of Organized and Fundend Chaos.
According to AfroAmerica Network sources, the stated reasons to be included in the July 7, 2021 meeting preparing the communication on the cancellation are the COVID-19 pandemic, the state of emergency in Eastern DRC, and the recent Nyiragongo volcanic eruptions in North-Kivu Province. However, the actual reason behind the cancellation is the intended chaos, since the begining, to make sure games are moved to Kigali, Rwanda. The government of Rwanda was accused of instigating the chaos, to make sure the lucrative games are moved to Kigali.
The Rwandan government is facing critical deadlines and is behind in covering the loans payments for the expensive Rwanda Kigali Convention Centre. The Kigali Convention Centre was funded through European bonds and loans from international Banks. It includes a 5-star hotel, a museum, a conference center, and a technology park. It costed around $400 million, mostly from BNB Paribas and Citigroup, based on some sources. The cost of the Francophonie Games will cover most of the loans late payments.

The sources continue to point to a certain Fortunat Bisele. Fortunat Bisele, also known as BIFORT, was one of the leaders of the former armed rebellion RCD-Goma, which was created, armed, and funded by the Rwandan government according to international organizations and independent observers. He is currently the private advisor to DRC president Felix Tshisekedi, while also serving as a trusted link between Rwandan President General Paul Kagame and DRC President Felix Tshisekedi. According to sources, he is the key person working with Rwandan leaders to make sure that, following the intended chaos created within the organizing committee, the IXth Francophonie Games would be moved to Rwanda. He is also being considered as Interior MInister in Felix Tshisekedi's long awaited government.
Will Francophonie Games Be Moved to Kigali, Rwanda?
The decision to keep the games in Kinshasa, DRC or to move them to Kigali, Rwanda was under discussion since April 2021 by a Francophonie team appointed by Louise Mushikiwabo. With the communication on July 7, 2021, the Rwandan government scheme will be closer to a success.
Meanwhile, the sources have indicated that the Rwandan Government has promised to give to the DRC committee leaders between 5-15% of the total budget. In exchange, the DRC Committee leaders was able to create a significant chaos and has been able to find even more palatable and tangible reasons to publicly justify the decision by the team appointed by Louise Mushikiwabo, of moving the IXth Francophonie Games to Rwanda.
