In March 2022, the United States of America (USA) and the European Union (EU) sanctioned Russia for its attacks and the consequential war crimes and human tragedies in Ukraine. The sanctions imposed by the US and EU included banning the export of their dollar and euro banknotes to Russia. To circumvent the sanctions, the Russian Government approached some African dictators and made agreements to purchase banknotes directly from these African dictatorships and ship them directly to Russia. According to several media investigations and classified reports the main african partner of Russia on these agreements is the Rwandan dictator Paul Kagame.
In March 2022, the governments of the United States of America (USA) and the EU sanctioned Russia, froze the bank accounts in the countries across Europe and the US, and banned any direct financial transaction with, money transfer to, and export of banknotes to Russia.
Secret Deals Between Russia and Rwandan Dictator Paul Kagame
Despite these sanctions, media investigations, classified documents and secret records have shown that Russia has been secretly importing dollar and euro banknotes using state-controlled arms exporters, duty-free shops, ships, and other routes and ways. The latest investigations have shown that these illicit transfers have reached billions of dollars and euro bills. Most shipments have been in containers of $100 bills or euro 100, 2002, and 500 banknotes.
Although some have come from Asia, a large portion has been coming from African dictatorships. The prominent Rwanda dictator Paul Kagame is the key partner cited in the investigations and secret records and classified documents. According to the investigations and the secret records, immediately after the sanctions were enacted, Russia approached the Rwandan dictator Paul Kagame and made an agreement to bypass the EU and USA sanctions by importing US banknotes from and through Rwanda. By early 2024, Russia had purchased $29.2 million in cash from the Rwandan Defence Ministry, shipping the $100 bills weighting around 300 kilograms to Russia, using a Russia’s state-controlled arms exporter. The shipments appear to have continued to date.

Rwandan Defense Forces Using the Agreement with Russia in Invading the Democratic Republic of the Congo
From other sources, in contreparty, Russia has been providing advanced weapons to the Rwandan Defense Forces (RDF), in support of the invasion of the Democratic Republic of Congo under the cover of M23 rebels.
