The options and war games were debated during a meeting of the top commanders of the Western, Northern and Southern Military Regions led by General Jean Bosco Kazura and General Mubaraka Muganga.
Sources within Rwandan Military Intelligence confided to an AfroAmerica Network correspondent in Kigali, Rwanda that Rwandan Military commanders were asked to assess two urgent options: getting ready to officially fight the Congolese troops of FARDC or withdrawal from DRC. The options and war games were debated during a meeting of the top commanders of the Western, Northern and Southern Military Regions led by General Jean Bosco Kazura and General Mubaraka Muganga.
General Jean Bosco Kazura is the Chief of Defence Staff of Rwanda Defence Forces and the de facto right hand of the Rwandan Dictator Paul Kagame. General Mubaraka Muganga is the top commander of the Rwandan Defence Forces in the Central and Western Regions of Rwanda, including the forces deployed on the border with the DRC and under the cover of M23 rebels. According to various reports, since mid 2019, General Mubaraka Muganga has been leading the attacks in Eastern Democratic Republic of Congo (DRC) and the exploitation of mines of coltan and gold, with the partnership with and support from the current DRC government, led by Felix Tshisekedi. In 2019, he made controversial statements that the Rwandan Government was getting ready to support and assisit the insurgents to invade the neighboring countries and overthrow the government or conquer some territories in those countries (see here: Rwandan General Mubaraka Muganga Explains Rwandan Government Military and Political Strategy: Sustain Endless wars in DR Congo, Ruling France, and a Tight Grip on The CommonWealth.).
On Friday, November 18, 2022 the two military leaders visited the troops at the border with the DRC and were received by Major General Ruki Karusisi, the commander of the logistic troops supplying weapons, military uniforms, and food to RDF troops conducting operations under the M23 cover.
According to the sources, the two military commanders travelled to the area as the attacks of Rwandan Defense Forces under M23 cover were facing challenges from more determined, better armed FARDC troops and following the condemnation of the Rwandan invasion under M23 by the United States and representatives of the countries members of the European Union.

US and European Union Condemn M23 and the Support from Foreign Sources, Reportedly the Rwandan Military
In a statement, the representatives said: “The United States along with the Great Lakes Special Envoys of Belgium, France and the UK condemn in the strongest terms the continuing advance of the UN-sanctioned March 23 Movement (M23) illegal armed group in the Democratic Republic of the Congo (DRC). The resumption of violence since 20 October, including in and around the towns of Rutshuru, Kiwanja, Rumangabo and Kibumba, undermines peace efforts and has caused further insecurity and significant human suffering. We call on the M23 to immediately withdraw, end any acts violating international law, and to cease hostilities.
We reiterate our support for regional diplomatic efforts, including the Nairobi and Luanda processes, that promote de-escalation and create the conditions for lasting peace in DRC. We encourage renewed dialogue through these mechanisms and for Congolese non-state armed groups to participate in the Nairobi process. All support to non-state armed actors must stop, including external support to M23. We call on countries in the region to use all means available to them to urge an immediate cessation of hostilities and immediate resumption of consultations on concrete steps to deescalate current tensions.
We reaffirm our commitment to the sovereignty and territorial integrity of countries in the Great Lakes region.”
Now, following the condemnation of foreign support to M23, believed to be against the Rwandan military, all eyes are on the next steps:
- Will the DRC military, FARDC, continue to halt the advance of the M23 rebels and Rwandan troops and repulse the invading Rwandan military troops to Rwanda?
- How will the DRC goverment, the United Nations, and the African Union hold the Rwandan government accountable for all the war crimes, looting, and distructions committed in the DRC by Rwandan military and its funded and supported militia?
- Will finally the iinternational powers publicly support the DRC government and put due pressure on the Rwandan government and military?
