Uganda - Rwanda: Longterm Dictators, Yoweri Museveni and Paul Kagame, Take A Step in Preparing their Son and Daughter for Power Inheritance

Uganda's Yoweri Museveni and Rwanda's Paul Kagame are two of the African dictators who have been holding on to power the longest.  Despite their brutal and bloody rules, the two dictators have held onto power mostly through repression, kidnappings,  killings, and disappearances of real or supposed political opponents, journalists, and activists.  Anticipating chaos after their departure and potential dire consequences to their relatives and descendants, the top priority for the two leaders has been the preparation of their succession to the throne by their son and daughter.  Hence,  the two dictators have been taking additional steps, promoting their daughter and son to the top positions in the country political and military institutions. In the recent periods Yoweri Museveni's son, Kainerugaba Muhoozi and Paul Kagame's daughter Ange Kagame have been promoted and appointed to top leadership positions within the military and the government.

AfroAmerica Network has been reporting on the scenarios secretly investigated or explored by the closest advisers and family members of the two presidents who have been working with the most trusted agents within Ugandan Special Forces Command (SFC)  and the Rwandan Directorate of Military Intelligence (DMI) (see Africa - Uganda - Rwanda: Ugandan and Rwandan Longterm Dictators, Yoweri Museveni and Paul Kagame, Desperately Preparing their Son and Daughter for Power Inheritance.).   

In the pursuit of the succession strategy, the two  dictators are already ahead in the preparation of their plan of actions.

In August 2023, Rwandan dictator Paul Kagame  appointed his 29-years-old daughter Ms Ange Kagame  Deputy Executive Director, Strategy and Policy Council in the Office of the President, a high government position within the presidency, upgraded the position of his son in the military, and reinforced the faction within the military that supports his succession plan.(  see African Dictators, Sons, and Daughters: Rwandan Dictator Paul Kagame Promotes His Daughter and Readies the Military).

On March 21, 2024, Ugandan dictator Yoweri Museveni promoted his son  Lieutenant-General Muhoozi Kainerugaba to the grade of General and appointed him the Chef of Defense Forces of the Ugandan Popular Defense Forces (UPDF). The promotion was a surprise as the son was claiming to be ready to retire  from the military since 2022.

Sudden Rapprochement between General Yoweri Kaguta Museveni and  General Paul Kagame after  Years of Alleged Conflicts  and Public Distractions, While Daugther  and Son Are Getting Ready For Power Inheritance.

After years of real or faked conflicts between them and among their closest aides, some initiatives have been taken publicly. Behind the curtains, the two  leaders have been  able  to rally their close associates and family members for the worst scenarios and get ready by strengthening the alliance and aligning the potential factions within the military.  Over the years, contrary to public perceptions, it appears that the two leaders have been active in rallying their close associates and family members for the worst scenarios and get ready by strengthening the alliance (see also here: DRC-Uganda-Rwanda - Update: Rwandan Military Under Cover of Congolese M23 Rebels in Eastern DRC, Blame on FDLR and RUD-Urunana Rwandan Rebels, and Coup Attempts)

These initiatives were  highlighted with a  visit of Rwandan dictator Paul Kagame to Uganda in 2022 after many years of distance, officially to celebrate the 48th birthday of  Lt. Gen Muhoozi Kainerugaba.  

A few months before the birthday celebration,   the rapprochement between General Yoweri Kaguta Museveni and  General Paul Kagame had accelerated. From January to March 2022, Lieutenant-General Muhoozi Kainerugaba visited Rwanda on two occasions,  while being given presidential receptions and received by Rwandan President Paul Kagame. The official reasons of his sudden visits were, according to Rwanda's presidency,  "to discuss relations between Rwanda and Uganda".  

Muhoozi Kainerugaba has also been joining Paul Kagame and his wife on several public political and social activities inside Rwanda. 

Meanwhile in March 2022, Lieutenant-General Muhoozi Kainerugaba, had announced through social media channels that he was going to retire  from the UPDF: “After 28 years of service in my glorious military, the greatest military in the world, I am happy to announce my retirement.”   

In 2023,  Lieutenant-General Muhoozi Kainerugaba made several controversial statements,  including Uganda ready to “send soldiers to defend Moscow if it’s ever threatened by the Imperialists”,   invading Kenya, and  pushing for the creation of a Hima-Tutsi empire in the Great Lakes of Africa.  Afterwards, he issued  more controversial statements and created a political party, known as "Patriotic League Of Uganda", with speculations about getting ready to run for president in 2026 elections.

Hence, Ugandans and people in the region, including politicians, activists, and analysts,  contracted by AfroAmerica Network, although shocked,  were not surprised,  when Yoweri Museveni decided to promote his son to General and to appoint him the chief of defense forces.  The step reminds the steps taken by many African dictators while getting ready their sons  for the throne ( see Africa: African Dictators of 2024; Many Down, New Ones, More to Go.)

Over the week, sources close to Rwanda's Paul Kagame, said that he has been holding closed meetings with top military leaders, including Brig Gen Vincent Nyakarundi, aka, "Nyagatindi" or the "Miserable",  Gen  Mubarak Muganga, and  General Jean Bosco Kazura and some members of the government to reassess the dynamics that may impact his succession.

The top scenario remains in the play.  The scenario is planned as follows:  if the ailing Paul Kagame  peacefully leaves power, his daughter Ange Kagame would take over with the help from General Jean Bosco Kazura, former  Chief of Defence Staff of Rwanda Defence Force (RDF), now with no known attributions,   and her mother, Jeannette Nyiramongi Kagame,  and in collaboration with the young ally, Gen. Muhoozi Kainerugaba, now ready to inherit power from his own father.

AfroAmerica Network has  continued to receive  sensitive information from sources close to the Rwandan Department of Military Intelligence (DMI), pointing to a close collaboration between Yoweri Museveni and Paul Kagame,  prioritizing one of the four scenarios as reported by AfroAmerica in previous articles.
