General Paul Kagame's Speech Attacking BBC in December 2014 over Human Rights Abuses Reports

 Commonwealth Secretary-General, Rt Hon Patricia Scotland QC, has cancelled the CommonWealth summit that was planned in Kigali, Rwanda in June 2021. The decision was communicated in a Circular Letter dated on May 7, 2021,  a copy of which was obtained by AfroAmerica Network.  The official reasons of the cancellation are the prevailing risks of the COVID-19 pandemic. The CommonWealth Secretary-General refers to  assessments by health institutions, including the World Health Organization.

 In mid January 2021,  sources within the Rwandan Department of Military Intelligence (DMI) confirmed to an AfroAmerica Network correspondent in Kigali that the military leaders supporting  Ms. Ange Kagame, have asked General Paul Kagame to impose a country lockdown to be able to better watch the movement of unreliable top military leaders. The decision was made due to the deteriorating health conditions of General Paul Kagame and the infighting among his closest aides and his family on his succession, when and just in case he becomes incapacitated (see here  Rwanda: As Rwandan Dictator Paul Kagame's Health Deteriorates, Rwandan Government Allegedly Uses COVID-19 to Impose a Lockdown Aimed at Keeping Top Military Leaders Suspected of Planning a Coup Under Close watch).  AfroAmerica Network sources have now learned that more officers, under such a watch,  have been arrested as they tried to coordinate their plot activities or flee the country: those recently arrested under the COVID-19 lockdown provisions include Gen Fred Ibingira, Rwanda Defence Force Chief of Staff  of the Reserve Force and Retired Lt Gen  Charles Muhire and other mid-ranking officers.

Rwandan  activist  Idamange Iryamugwiza Yvonne  was arrested by Rwandan national police, known as RNB, in the evening of February 15, 2021. However, according to news received from sources close to the Rwandan security services,  the arrest, as described by the Rwandan National Police, was allegedly executed following a failed assassination ordered by a person close to the  ailing Rwandan dictator General Paul Kagame.  Ms Idamange Iryamugwiza Yvonne became suddenly a prominent activist after she made statements and recorded videos that went viral on social media, pointing to widespread assassinations  and disappearances of opposition leaders and government critics and abuses, corruption and other massacres by the Rwandan governent and military and the ailing Rwandan dictator General Paul Kagame (see AfroAmerica Network here:Rwanda: Activist Yvonne Idamange Iryamukwiza Arrested For Denouncing Crimes, Assassinations and Widespread Human Rights Abuses by the Government)

Rwandan government's human rights records is appalling. The Rwandan government, accused by the World community of the grave  human gights Abuses has, grudgingly,  agreed to abide by Human Rights Recommendations from United Nations High Commissioner for Human Rights. The human rights abuses by the Rwandan government include killings or arbitrary imprisonments of opposition leaders,  activists,  journalists, and civilians, including street children, and human trafficking. These are the widespread findings by the countries around the World during latest International Report on the Review of Human Rights (UPR) sessions, which are held every five years.

 On January 25, 2021, Governments around the World, including Africa, Asia, Europe, Noth America, South America,  especially the members of the CommonWealth and The European Union, the United States, and others published statements unanimously calling the Rwandan government on systematic human rights abuses, killings and disappearances of political opponents, activists, and journalists.   Although the  compelling reasons behind the consistent and unanimous condemnations are not clear,  AfroAmerica Network has received information on a potential driver of the condemnation: a memorandum written by a well known organization documenting the widely documented systematic human right abuses and violations by the Rwandan governemnt and the perceived inaction by the World community to call the Rwandan Givernment and its leaders on these killings, abuses, and violations.

 Rwandan Dictator General Paul Kagame has been conspicuously missing from the public eye since April 2020. His absence has sparked and fueled rumors about declining health and even incapacitation. Sources within the Rwandan Department of Military Intelligence confirm to an AfroAmerica Network correspondent in Kigali that, given the deteriorating health conditions of General Paul Kagame and the infighting among his closest aides (see here: Ailing Rwandan Paul Kagame's Attempts to Cling to Power Through His Daughter Ange Kagame)  and his family on the succession, the military leaders supporting Ms. Ange Kagame, have asked General Paul Kagame  to impose a country lockdown to be able to better watch the movement of unreliable top military leaders. According to the sources,  the current Minister of Defense, Maj. Gen. Albert Murasira, is one, among many,  being kept under close watch.
