Rwandan UN Special Envoy to Guinea-Bissau Joseph Mutaboba has been recalled to New York and has been briefed by UN Security Council. According to sources at the United Nations, his recall has been in the book for more than six months after it was found he had made serious professional mistakes. The sources have confirmed to AfroAmerica Network that his replacement is already waiting an official appointment and will join Guinea Bissau.
The news on his impending firing was first reported by reported by AfroAmerica Network in June 2012 (see our article: Rwandan UN Special Envoy to Guinea Bissau Joseph Mutaboba Accused of Sheltering Drug Dealers and Incompetence Allegedly to be Fired?)
Sources at the United Nations in New York had then informed AfroAmerica Network that Joseph Mutaboba was accused of dining and hanging out with drug dealers. According to the same sources, it was reported that his position was being reevaluated.
The Rwandan Joseph Mutaboba was appointed to the post in February 2009 by UN Secretary General Ban Ki-Moon. His tenure was marred by a series of scandals that culminated with revelations that he hosted and was hosted by drug dealers, especially Bubo Na Tchuto, who is on US wanted list, on several occasions, in a breach of his status as a high ranking UN official.
Mr. Joseph Mutaboba previously served in the Ministries of Foreign Affairs and Internal Affairs in Rwanda, where he was specially in charge of hunting down Rwandan refugees.
Joseph Mutaboba was also accused of incompetence for not having followed and timely informed the UN Security Council on the deterioration of the situation during his tenure.
The allegations allude to the April 2012 military coup in Guinea-Bissau. It was later found out that he was too involved with the politics of the government and the business community there, especially the former Prime Minister Carlos Gomes, to have an objective assessment of the situation.
