Sources in Kinshasa, the Democratic Republic of the Congo (DRC), inform AfroAmerica Network that Jacquemin Shabani, the Secretary General of the Union for Democracy and Social Progress (UDPS), has filed with the Congolese prosecutor general a case against the National Intelligence Agency (ANR) and the Office of Customs and Migration (DGM).
In the complaint, Jacquemin Shabani alleges that he was tortured on several occasions by operatives within the two government agencies following his arrest at the Kinshasa International on February 8, 2012. He was about to board a plane to Germany when the operatives seized him and led him to an undisclosed location.
He was later released under international pressure on the Congolese Government. He has been in hiding since, while the Under Secretary, Raymond Kahungu plays the visible role.
In the complaint filed on Monday February 27, 2012, Jacquemin Shabani alleges that
“the intelligence services agents covered his head with a hood and dipped his head into a sink containing water and turned the faucet on. His head was maintained under the water until close to asphyxiation and the process was repeated several times.”
According to UDPS’s Raymond Kahungu, speaking to local media, Jacquemin Shabani has been “undergoing mental and physical treatment following the torture, in his hideout and is worried about his security and welfare.”
